Energy efficiency can help lower household energy use and ease energy burdens, particularly for income-qualified families. Many utilities in Virginia now offer energy efficiency programs that help address energy affordability through building upgrades at no cost to the customer. These programs offer multiple benefits to the customer such as improved home health, comfort, and safety while helping them save on their energy bills. Utility energy efficiency programs also deliver benefits to the community through clean energy, job creation, and economic investment.
Community Housing Partners (CHP) has over 40 years of experience serving low-income and vulnerable populations with energy efficiency services as a provider for the federally-funded Weatherization Assistance Program. Since 2010, our utility partners have trusted us with their customers to deliver services reducing utility bills while improving comfort and health without compromising the structure or building systems.

CHP’s Utility Programs division partners with electric, gas, and water utilities to design, implement, and track energy efficiency programs on budget, with verifiable results and high customer satisfaction.
For Residents, Property Owners, and Property Managers
CHP Energy Solutions acts as a participating contractor in utility energy efficiency programs across the commonwealth delivering building upgrades directly to qualifying homes. We help families save energy and money.
For Contractors
CHP works with a network of qualified contractors around the commonwealth who help us directly implement these programs.
Who Qualifies?
Program services are available to both homeowners and renters. Qualification is based on household income and/or age. If a household contains a member who receives Supplemental Security Income (SSI), Public Assistance, or fuel assistance, the household may automatically qualify for services. Applications are accepted from renters, homeowners, and rental property owners. We serve both single-family homes, manufactured homes, and multi-family buildings.
Our Utility Programs team consists of licensed and certified building performance and energy efficiency professionals. Through the installation of energy efficiency measures and customer education, we help residential customers lower their utility bills and improve the thermal comfort of their homes, while maintaining or improving the health and safety of their household. Our Virginia operations have offices in Christiansburg, Richmond, Waynesboro, and Winchester, and we use a network of qualified trade allies and subcontractors to serve customers throughout the commonwealth.
